The United Nations Assistance Mission in Afghanistan (UNAMA) has expressed serious concern over the continued reports of human rights violations against former Afghan security personnel and officials of the previous government following the Taliban’s return to power.
In its latest quarterly report, UNAMA documented ongoing violations targeting members of the former Afghan National Defence and Security Forces (ANDSF) and former government officials during the period from April to June 2026.
According to the report, at least 29 individuals were subjected to arbitrary arrest or detention during the reporting period. Additionally, five individuals faced torture and ill-treatment, while eight former security personnel and former government officials were killed.
The UN mission highlighted that despite previous commitments regarding the treatment of former officials and security personnel, serious concerns remain regarding their safety and protection. The continued occurrence of such incidents reflects persistent challenges in ensuring accountability and safeguarding fundamental human rights in Afghanistan.
UNAMA further warned that former government employees and members of Afghanistan’s former security forces who are forcibly returned to the country continue to face significant risks of serious human rights violations upon their return.
The report emphasized the urgent need to protect vulnerable individuals, prevent further violations, and ensure that all Afghan citizens are treated in accordance with international human rights standards.
The United Nations has called for effective measures to guarantee the safety and security of former government officials and security personnel, while urging relevant authorities to prevent abuses, investigate reported violations, and uphold their obligations under international law.
UNAMA reaffirmed its commitment to monitoring the human rights situation in Afghanistan and continuing engagement with all stakeholders to promote the protection of civilians and respect for fundamental rights.
