In a significant intelligence-led breakthrough against terrorism and extremist financing, Pakistan Rangers and the Counter Terrorism Department (CTD) conducted a joint operation in Jacob Lines, Jamshed Town, Karachi, resulting in the arrest of a suspected operative associated with Fitna al-Khawarij.
The arrested individual, identified as Shehzad alias “Dingar,” was reportedly affiliated with the Mansoor Group, an organizational network associated with Fitna al-Khawarij. Weapons and explosive material were also recovered from his possession, according to the information provided by the security authorities.
During the course of the investigation, the arrested suspect reportedly disclosed details regarding his association with the network and its alleged financing activities in Karachi.
According to the findings, Shehzad joined Fitna al-Khawarij in 2025 following ideological indoctrination by Mansoor, who subsequently assigned him the task of generating and collecting financial support for the organization from Karachi.
The suspect allegedly established contacts with various individuals in the Manghopir area and persuaded them to provide regular monthly financial contributions to Fitna al-Khawarij. The collected funds were subsequently transferred through designated Easypaisa accounts associated with individuals operating from Tank, including an associate identified as Din Muhammad, for onward transmission to the group’s leadership.
The investigation indicates that the funds collected through this network were allegedly routed to Mansoor, the reported head of the group, and were intended to support terrorist activities and other operations conducted by Fitna al-Khawarij.
Investigators further learned that the arrested operative allegedly travelled to Waziristan on multiple occasions for clandestine meetings with Mansoor.
In June 2026, Shehzad reportedly met Mansoor in Bir Malik/Birmal, an area adjoining the Pakistan-Afghanistan border. During the meeting, Mansoor allegedly instructed him to strengthen his network in Karachi for the purpose of facilitating terrorist activities and extortion.
Following the meeting, weapons and explosive material were reportedly delivered to Shehzad through an unidentified associate.
Security authorities believe that, after receiving the material, Shehzad and his associates were allegedly preparing to carry out attacks against sensitive locations in Karachi, while simultaneously attempting to expand their network and extortion activities.
The successful joint action by Rangers and CTD has disrupted an alleged network involving recruitment, financing, logistical support, weapons supply, and preparations for terrorist activity in Karachi.
Following the arrest, investigators are continuing to examine the suspect’s contacts, financial transactions, communication links, and movements in order to identify the wider network and determine the full extent of its activities.
Raids are currently underway to apprehend the suspect’s remaining associates, while further investigation is being conducted to uncover additional facilitators and elements involved in the alleged network.
The operation highlights the continued efforts of Pakistan’s law-enforcement and counter-terrorism agencies to identify and dismantle terrorist financing channels before they can be converted into operational capabilities. The coordinated action also underscores the importance of intelligence-based operations in disrupting networks that attempt to use urban centres for recruitment, fundraising, logistical support, and planning of violent activities.
