Khyber Pakhtunkhwa Anti-Terror Drive: CTD Expansion Plan to Set Up 24 District Headquarters Unveiled

In a significant step towards reinforcing counter-terrorism capabilities in the province, the Khyber Pakhtunkhwa government has finalized plans to further strengthen the Counter Terrorism Department (CTD) with a comprehensive province-wide expansion and institutional upgrade.

As part of this initiative, CTD headquarters will be established in 24 districts across Khyber Pakhtunkhwa, including Peshawar and other key administrative regions. The initiative is aimed at enhancing operational reach, rapid response capacity, and intelligence-driven counter-terrorism efforts across the province.

According to official sources, special priority will be given to the merged districts in the establishment of these headquarters, reflecting the government’s commitment to integrating and strengthening security infrastructure in previously underserved regions.

The project carries an estimated cost of over PKR 6 billion and is designed as a phased development plan to ensure structured implementation and operational efficiency.

Officials confirmed that although the project was originally approved in 2022, it was temporarily shelved due to financial constraints in the preceding year. However, in view of the prevailing security challenges and evolving threat landscape, the project has now been reactivated and reclassified as a non-ADP (Annual Development Programme) scheme to expedite its execution.

Authorities further stated that the initiative will be implemented in stages, allowing for gradual development, resource allocation, and timely operational readiness of each district-level headquarters.

The initiative forms part of the broader vision of the provincial government to eliminate terrorist networks from their roots and establish a robust, responsive, and modern counter-terrorism framework across Khyber Pakhtunkhwa.

Officials reiterated that strengthening CTD infrastructure is a critical component in ensuring long-term peace, stability, and public safety throughout the province.
