The reported cancellation of a meeting between Taliban supreme leader Hibatullah Akhundzada and Türkiye’s intelligence chief Ibrahim Kalin has brought renewed attention to the nature of the Taliban’s relationships with regional partners.
Türkiye has maintained diplomatic and security engagement with the Taliban since the group returned to power in Afghanistan in 2021. Ankara has also sought to play a role in facilitating dialogue between Kabul and Islamabad.
Kalin’s recent visit was particularly significant because it came amid escalating tensions between Pakistan and the Taliban administration, with Türkiye and Qatar seeking to help revive stalled negotiations.
However, the reported failure of the planned meeting with Akhundzada raises questions about how the Taliban leadership manages its relationships with countries seeking to engage directly with its top decision-maker.
A relationship built on engagement
Türkiye has maintained working relations with the Taliban authorities while continuing to engage with other regional and international stakeholders on Afghanistan.
The Turkish delegation held meetings with senior Taliban officials in Kabul and Kandahar, indicating that channels of communication remained open despite the reported cancellation.
Nevertheless, the inability to secure a meeting with Akhundzada could complicate Ankara’s efforts to engage directly with the Taliban’s supreme leadership on sensitive regional issues.
The limits of regional mediation
Türkiye and Qatar have previously attempted to facilitate dialogue between Pakistan and the Taliban.
The central dispute concerns Pakistan’s allegations that terrorist groups use Afghan territory to plan and carry out attacks inside Pakistan. The Taliban authorities deny allowing such activities.
Kalin’s visit to both Afghanistan and Pakistan suggests that Ankara was seeking to engage both sides as part of its diplomatic efforts.
The outcome of these engagements, however, remains uncertain.
The reported cancellation of the meeting with Akhundzada highlights a challenge for regional mediators: maintaining access to senior decision-makers while attempting to secure progress on contentious security issues.
