The Ministry of Foreign Affairs of Pakistan categorically rejects the recent statements and insinuations made by the Acting Foreign Minister of the Interim Afghan Government during his visit to India. These remarks are factually incorrect, misleading, and represent a regrettable attempt to divert attention from pressing issues within Afghanistan, particularly the continued presence and activities of terrorist entities on Afghan soil.
Pakistan views such statements as deeply irresponsible and counterproductive, especially in the current regional context where peace, security, and stability are of paramount importance. Attempts to externalize internal challenges by leveling baseless accusations against neighboring countries not only undermine regional cooperation but also hinder prospects for sustainable peace in Afghanistan.
The presence of terrorist groups in Afghanistan is a matter of grave international concern and has been comprehensively documented in successive reports by the United Nations Security Council’s Monitoring Team. These reports confirm that various terrorist organizations continue to operate from Afghan territory with impunity, posing a direct threat to regional and global peace.
The Afghan Interim Authorities, as the de facto governing body in Afghanistan, bear a fundamental responsibility under international law and established norms to ensure that their territory is not used for sheltering, training, financing, or launching terrorist attacks against any country. These obligations are clearly outlined in multiple resolutions of the United Nations Security Council, including Resolution 2593 (2021), which demands that Afghan territory not be used to threaten or attack any nation, nor to harbor or train terrorists.
Pakistan has consistently advocated for a peaceful, stable, and prosperous Afghanistan that is at peace with itself and with its neighbors. Our country has extended every possible support to the Afghan people during times of conflict, humanitarian crisis, and reconstruction. However, continued inaction against terrorist entities operating from Afghan soil and the persistent failure to address legitimate security concerns of neighboring countries erode trust and jeopardize regional peace.
Instead of issuing unfounded allegations and engaging in political grandstanding on foreign soil, the Afghan Interim Government must focus on fulfilling the commitments it has made to the international community and the Afghan people. This includes taking concrete steps to dismantle terrorist networks operating within its borders and ensuring that Afghanistan does not become a sanctuary for groups that threaten the peace and security of others.
Pakistan reaffirms its commitment to constructive engagement with Afghanistan and all regional partners. We believe that sustainable peace can only be achieved through sincere cooperation, mutual respect for sovereignty, and adherence to international obligations.
The Ministry urges the Afghan Interim Authorities to adopt a responsible approach and to demonstrate, through actions rather than rhetoric, their commitment to being a credible partner for peace in the region and beyond.
