The Kingdom of Saudi Arabia, the Islamic Republic of Pakistan, and the Republic of Türkiye convened an emergency meeting of the Strategic-Political and Defense Committee of the Makkah Alliance for Defense in Riyadh on 5 October 2026 to review the evolving security situation and address the threats confronting the Kingdom of Saudi Arabia.
The meeting brought together the three Parties in a demonstration of their shared commitment to collective security, mutual support, and coordinated action in response to threats to the sovereignty, territorial integrity, and security of the member states.
As part of the continuing institutional development and operationalization of the Makkah Alliance for Defense, the Committee decided to appoint His Excellency Lieutenant General Nauman Mahmood (Ret.) of the Islamic Republic of Pakistan as the first Secretary-General of the Alliance for a three-year term.
The Parties welcomed the appointment and conveyed their best wishes to His Excellency Lieutenant General Nauman Mahmood for success in the discharge of his responsibilities.
The Parties expressed their confidence that the Secretary-General will contribute significantly to strengthening the institutional foundations of the Alliance, advancing coordination among the three member states, and facilitating the implementation of the Alliance’s objectives and commitments.
The appointment marks an important step in the development of the Alliance’s institutional architecture and reflects the determination of the three countries to establish effective mechanisms for sustained strategic, political, and defense cooperation.
The Committee strongly condemned, in the clearest and strongest terms, the attempted targeting of Makkah and Madinah, as well as the continuing attacks targeting cities, civilian populations, and economic facilities in the Kingdom of Saudi Arabia. The Parties reaffirmed their unequivocal rejection of any attack, threat, or hostile action directed against the Kingdom’s security, sovereignty, and territorial integrity.
They stressed that the security and safety of civilian populations and the protection of vital civilian and economic infrastructure remain fundamental principles of collective security and stability. The Islamic Republic of Pakistan and the Republic of Türkiye commended the vigilance, preparedness, and readiness of the Saudi Armed Forces in confronting the threats and attacks facing the Kingdom. They also recognized the professionalism and high level of competence demonstrated by the Saudi Armed Forces in safeguarding the Kingdom’s security and territorial integrity.
The Committee reviewed the outcomes of the extensive political and military consultations conducted in preparation for the emergency meeting. Following its deliberations, the Committee approved the recommendations presented to it and reaffirmed that the Makkah Alliance for Defense represents a firm commitment to collective defense and a unified approach to confronting threats to the security of its member states.
The Parties underscored that the strength of the Alliance rests upon close political coordination, effective military cooperation, mutual assistance, and the ability to translate agreed commitments into practical and timely measures.
In this context, the Committee decided to move immediately toward the practical implementation of the collective defense commitments undertaken by the Parties. The three countries agreed to take the necessary measures to provide the military forces and capabilities required under the approved arrangements and to ensure their rapid deployment in the Kingdom of Saudi Arabia, in accordance with the national legislation and established procedures of the respective Parties.
The measures are intended to enhance the readiness of the three countries, strengthen military integration and coordination, and reinforce their collective capacity to respond effectively to threats and security challenges. The Parties emphasized that the implementation of these measures reflects their determination to ensure that the commitments undertaken under the Makkah Agreement for Joint Defense are supported by appropriate institutional, operational, and military mechanisms.
The Parties reaffirmed the principle that the security of each member state constitutes an integral part of the collective security of the three countries. They stressed that the practical implementation of the Makkah Agreement for Joint Defense represents an important expression of their commitment to collective defense and mutual security.
The three countries further affirmed that coordinated defense arrangements will contribute to strengthening deterrence, enhancing preparedness, improving interoperability and military coordination, and reinforcing their collective ability to address threats to their security and territorial integrity. The Parties underscored that their cooperation is founded upon respect for the sovereignty, independence, territorial integrity, and national legislation of each member state.
The Kingdom of Saudi Arabia, the Islamic Republic of Pakistan, and the Republic of Türkiye reaffirmed their unity and determination to protect their respective security and territorial integrity and to work collectively in confronting threats in accordance with the provisions of the Makkah Agreement for Joint Defense. The Parties emphasized that the decisions adopted at the emergency meeting constitute a practical step toward further strengthening the institutional and operational framework of the Makkah Alliance for Defense.
They reiterated their commitment to continued consultation, coordination, and cooperation at the political and military levels and to taking appropriate measures to enhance collective readiness in the face of emerging security challenges.
The three countries reaffirmed that the Makkah Alliance for Defense will continue to serve as a framework for closer strategic, political, and defense cooperation, guided by the principles of collective security, mutual support, sovereignty, and respect for the territorial integrity of its member states.
The Parties concluded by reaffirming their shared resolve to maintain close coordination, strengthen their collective defense capabilities, and take all necessary measures, consistent with the Makkah Agreement for Joint Defense and their respective national laws, to safeguard their security, sovereignty, and territorial integrity.
