Under Pressure, Militants Resort to Hostage Tactics

As Pakistan’s security forces continue to tighten the noose around terrorist networks, militant groups are increasingly resorting to desperate and high-impact tactics such as mass hostage-taking, according to the Global Terrorism Index 2026.

The report documents a sharp surge in hostage incidents, reflecting a tactical shift by groups including the banned Tehreek-e-Taliban Pakistan (TTP) and the Balochistan Liberation Army, both designated by the state as extremist outfits.

One of the most alarming incidents cited is the Jaffar Express Hijacking, where hundreds of civilians were taken hostage in a coordinated act of terrorism aimed at creating fear and gaining international attention.

Security experts note that such tactics reflect the weakening operational space of these groups in the face of sustained counterterrorism operations, forcing them to adopt more dramatic methods to remain relevant.

The report suggests that while these attacks are high-profile, they also indicate increasing pressure on militant networks, as Pakistan’s security apparatus continues to disrupt their traditional modes of operation.
