“Those Responsible Will Not Remain Beyond Reach”. President Zardari Warns on Cross-Border Terror

The President of the Islamic Republic of Pakistan, Asif Ali Zardari, has reaffirmed Pakistan’s unwavering commitment to safeguarding its citizens against terrorism emanating from beyond its borders, emphasizing that the protection of Pakistani lives remains “paramount and non-negotiable.”

In an official statement issued on 22 February 2026, President Zardari underscored that Pakistan’s recent actions are firmly grounded in its inherent right under international law to defend its people against terrorist threats. He noted that these measures are neither arbitrary nor escalatory, but necessary responses to persistent and documented security challenges.

Referring to his earlier remarks of 8 February, the President warned that when terrorist organizations are allowed “space, facilitation, or impunity beyond national borders, the consequences are borne by innocent civilians all over the world.” He stressed that terrorism is not confined by geography and that inaction or permissiveness in one jurisdiction can have devastating global repercussions.

President Zardari expressed deep concern regarding the prevailing security environment in Afghanistan. He stated that despite assurances and commitments — including those undertaken under the Doha Accord — Afghan territory continues to be used by terrorist elements to organize, facilitate, and launch attacks.

Citing findings from a recent United Nations Security Council monitoring report, the President noted the reported presence of multiple internationally recognized terrorist organizations in Afghanistan. These include ISIL-K, Tehrik-e-Taliban Pakistan (TTP), and Al-Qaida. According to the report, some of these groups are allegedly exploiting Afghan soil to plan and execute external operations, posing a direct threat to regional and international security.

The President emphasized that such developments undermine regional stability and contradict commitments that Afghan territory would not be used against other nations.

Highlighting Pakistan’s consistent efforts to pursue peace through dialogue and regional cooperation, President Zardari stated that Pakistan has exercised considerable restraint in the face of repeated provocations. However, he made clear that continued bloodshed inside Pakistan would compel decisive action.

“If bloodshed continues inside Pakistan,” he warned, “those responsible will not remain beyond reach.”

The President reiterated that Pakistan’s actions are guided by international law, principles of sovereignty, and the universal right of self-defense. He emphasized that the country seeks constructive engagement, stability, and cooperative relations with all its neighbors, including Afghanistan.

President Zardari reaffirmed Pakistan’s commitment to working with the international community, including the United Nations, to combat terrorism in all its forms and manifestations. He called upon relevant authorities to uphold their international obligations and to ensure that no territory under their control is used to threaten other states.

Pakistan remains steadfast in its belief that lasting peace in the region can only be achieved through collective responsibility, credible enforcement of commitments, and decisive action against terrorist networks.

The Government of Pakistan reiterates that while it seeks peace, stability, and mutually respectful relations with neighboring countries, it will take all necessary measures to defend its sovereignty and ensure the safety and security of its citizens.
