Only the State Can Declare Jihad, Not an Individual or a Group, Says DG ISPR

Director General of Inter-Services Public Relations (DG ISPR), Lieutenant General Ahmed Sharif, emphasized that the authority to declare jihad lies solely with the state, not with any individual or a group.

Speaking during a special interfaith and community dialogue in Karachi, General Sharif received a warm welcome and strong expressions of solidarity from religious and social leaders. The gathering was aimed at promoting unity and mutual understanding among diverse segments of Pakistani society.

“Every citizen in Pakistan, regardless of religion, holds equal constitutional rights,” said DG ISPR. “National unity is built on equality and harmony.”

He further highlighted regional security threats, accusing India of supporting terrorism within Pakistan. “The Pakistan Army is responding with advanced military strategy,” he noted. “Ethnic or linguistic hatred is a sign of ignorance. All Pakistanis are equal, and if we remain united, no power can defeat us.”

The statement on jihad comes at a crucial time, reiterating the state’s exclusive authority over matters of national security and religious warfare.

Representatives from various religious and social groups praised the initiative, calling it a meaningful step toward continued engagement and national cohesion. They expressed hope for more such interactions in the future.
