On January 6, 2026, during a press conference, the Director General of Inter-Services Public Relations (DG ISPR) presented data on the judicial progress of terrorism cases under the Revised National Action Plan (NAP), highlighting significant challenges within the counter-terrorism system, particularly in the context of Khyber Pakhtunkhwa.
According to the DG ISPR, during 2025, 851 counter-terrorism cases remain pending in the courts, while 231 arrests were carried out.
In contrast, the pace of judicial decisions remained very slow: only 21 terrorists were convicted throughout the year, while 33 accused were acquitted.
The briefing also revealed that across the country, 3,698 terrorism cases have been pending for less than three years, of which 2,968 cases are from Khyber Pakhtunkhwa alone.
Similarly, there are 677 cases pending for more than three years, with 621 of them from Khyber Pakhtunkhwa.
These figures underline that Khyber Pakhtunkhwa bears the greatest impact and responsibility in counter-terrorism efforts, as the province not only experiences the highest number of terrorism incidents but also faces the greatest pressure on its judicial system.
Under the National Action Plan, it is essential that counter-terrorism cases are resolved promptly and effectively to ensure that the state’s efforts are both efficient and sustainable.
