The Khyber Pakhtunkhwa Apex Committee on Thursday underscored the centrality of governance reforms and full implementation of the National Action Plan (NAP) in the province’s counterterrorism strategy, according to an official communiqué issued after its meeting in Peshawar.
The declaration placed particular emphasis on institutional coordination and administrative performance as prerequisites for consolidating security gains achieved through kinetic operations.
Point 7 of the communiqué acknowledged that sustainable elimination of terrorism is contingent upon effective governance. The statement stressed that while security forces continue intelligence-based operations against militant networks, parallel administrative, policing, and developmental measures are required to prevent militant regrouping.
Security officials have long maintained that NAP’s success depends on synchronised civil and military implementation, with non-kinetic components, including regulatory enforcement, intelligence integration, and service delivery in vulnerable districts, falling primarily within provincial jurisdiction.
The committee also reiterated, in Point 12, that all stakeholders remain aligned in the fight against terrorism, projecting consensus between civil administration, political leadership, and security institutions.
Analysts say the messaging reflects an attempt to reinforce policy cohesion at a time when Khyber Pakhtunkhwa has witnessed periodic militant violence, particularly in its merged tribal districts.
The communiqué concluded with a pledge to translate policy alignment into actionable measures, signaling renewed focus on governance performance, institutional coordination, and sustained execution of the National Action Plan to counter militancy across the province.
