Kohat Ulema Convention Brands Terrorism as ‘Khawarij Fitna’, Declares Armed Rebellion Against State Un-Islamic

A high-profile Ulema Convention held at Javed Sultan Auditorium emphatically declared terrorism and armed rebellion against the state as strictly forbidden in Islam. The event, organized under the supervision of Pakistan Army’s 9 Division, drew participation from over 110 religious scholars and hundreds of online attendees from Kohat, Hangu, Kurram, and surrounding regions.

Chairman of the Islamic Ideology Council, Allama Dr. Raghib Hussain Naeemi, delivered a forceful keynote speech, labeling terrorism as the “fitna of the Khawarij”. He stated that no individual or group is permitted by Shariah to take up arms against the state, military, or security institutions, condemning suicide attacks, anarchy, and violence as anti-Islamic acts.

The convention also highlighted the significance of Paigham-e-Pakistan—a unanimous fatwa by thousands of scholars denouncing terrorism and advocating peace, tolerance, and national unity.

Major General Zulfiqar Ali Bhatti, GOC 9 Division, in his closing address, praised Pakistan’s swift victory in Operation Bunyad-ul-Marsous and urged religious leaders to continue countering extremism and reinforcing public trust in state institutions. He warned against foreign-sponsored narratives and called for collective vigilance to safeguard Pakistan’s sovereignty.
