India Waging Decades-Long State-Sponsored Terror Campaign Against Pakistan Through ‘Fitna-e-Hindustan’ Network: DG ISPR

Director General Inter-Services Public Relations (ISPR) Lieutenant General Ahmed Sharif Chaudhry on Friday revealed that India has pursued a hostile and destabilizing agenda against Pakistan since 1947, and is now waging a campaign of state-sponsored terrorism through a network of proxies under what he termed “Fitna-e-Hindustan.”

Addressing a joint press conference with Federal Secretary for Interior Khurram Agha, the DG ISPR said India’s policy of state terrorism has continued uninterrupted for over two decades. “The creation of Mukti Bahini and the tragedy of the Fall of Dhaka are glaring examples of India’s designs to sabotage regional peace,” he stated.

He revealed that Pakistan had provided irrefutable evidence of Indian involvement in terrorism multiple times. “In 2009, we handed over proof directly to the Indian Prime Minister. In 2016, we once again presented concrete evidence of Indian terrorism to the world. Arrested terrorists have confessed to receiving Indian patronage, and the case of Kulbhushan Jadhav, an Indian serving naval officer apprehended from Pakistan, further confirms the extent of India’s malign activities,” he said.

Speaking on the recent tragedy in Khuzdar, General Chaudhry said the attack on schoolchildren was a horrific manifestation of Fitna-e-Hindustan’s true face. “Innocent children were targeted, and many remain under treatment in hospitals. This barbaric attack was carried out by terrorists backed by India,” he added.

The DG ISPR also highlighted a disturbing pattern of attacks carried out under India’s direction:

On April 12, 2024, labourers were martyred in Noshki.

On May 9, 2024, seven barbers were brutally murdered in their sleep.

On October 10, 2024, coal miners were targeted in Dukki.

On February 10, 2025, two tailors were killed in Kech.

On February 19, 2025, labourers were pulled off a bus and executed in Barkhan.

On March 11, 2025, innocent civilians were martyred in an attack on the Jaffar Express.

“These attacks are not random acts of violence,” the DG ISPR emphasized. “They represent a systematic campaign orchestrated by India to undermine Pakistan’s stability and morale. Targeting soft and civilian targets — labourers, children, and passengers — reflects the desperation and brutality of Indian-backed proxies.”

Federal Secretary for Interior Khurram Agha reiterated that Pakistan would take all necessary measures to dismantle these networks and ensure that the perpetrators face justice.

“The world must no longer remain silent. India’s campaign of terror must be held accountable,” both officials concluded.
