How Is Pakistan Tackling a 46% Surge in Violence in Q3 2025?

Pakistan witnessed heightened security challenges between July and September 2025, with 901 fatalities and 599 injuries reported across civilians, security personnel, and outlaws in 329 incidents, including terror attacks and counter-terrorism operations, according to the Center for Research and Security Studies (CRSS). While overall violence rose by over 46% compared to the previous quarter, the increase reflects both intensified militant activity and the country’s strengthened and precise counter-terrorism measures.

In the first nine months of 2025, Pakistan recorded 2,414 fatalities, approaching last year’s total of 2,546. This highlights ongoing security challenges but also underscores the effectiveness of state-led operations, which have successfully targeted high-risk groups while prioritizing civilian protection. Security operations accounted for over half of the fatalities, demonstrating the increasing precision and impact of Pakistan’s counter-terrorism strategy.

Khyber Pakhtunkhwa (KP) and Balochistan remained the most affected regions, representing over 96% of incidents and fatalities. KP recorded 638 fatalities (71% of the total) and 221 incidents, while Balochistan accounted for 230 deaths and 85 incidents. These figures reflect targeted security efforts to address regional threats while maintaining stability across the country.

Analysis of victims reveals the outcomes of these operations. Outlaws suffered the highest number of fatalities (516), indicating the effectiveness and precision of counter-terrorism measures. Civilians, while experiencing the most injuries (355), benefited from enhanced protection strategies. Security personnel fatalities (166) reflect their frontline role in safeguarding communities and maintaining law and order.

Beyond security concerns, Pakistan also faced environmental challenges during this period. Flash floods, glacier melts, and cloudbursts claimed 1,006 lives and caused significant damage to homes and infrastructure. The combined response to natural and human-made challenges underscores Pakistan’s resilience, proactive disaster preparedness, and commitment to protecting citizens.
