The Pakistan Institute of Peace Studies (PIPS) has released its Pakistan Security Report 2025, revealing a concerning rise in terrorist incidents across the country and underlining the urgent need for enhanced security measures. According to the report, Pakistan witnessed 699 terrorist attacks in 2025, resulting in 1,034 fatalities, marking a 21 percent increase in deaths compared to previous years.
The report notes that the number of terrorist incidents increased by 34 percent, causing 1,366 injuries and further compounding the human toll on communities across Pakistan. Security forces and law enforcement agencies bore the brunt of the attacks, with 437 personnel martyred in various operations. This includes 174 police officers, 122 army personnel, and 107 Frontier Corps (FC) members, reflecting the persistent risks faced by those on the frontline. In addition, 354 civilians lost their lives due to terrorist activities, highlighting the indiscriminate nature of the violence.
The report also underscores the efforts of Pakistan’s security forces in combating terrorism. In 2025, 243 terrorists were neutralized during operations and suicide attack confrontations. Of the total attacks recorded, 454 were carried out by extremist groups, with the banned Tehreek-e-Taliban Pakistan (TTP) and its allied factions being primarily responsible.
Other extremist organizations identified as major contributors to the wave of violence include the Hafiz Gul Bahadur Group, Lashkar-e-Islam, and Islamic State–Khorasan Province (ISIS-K). Combined attacks by these groups resulted in 679 deaths and 881 injuries, emphasizing the increasing toll terrorism continues to take on Pakistan’s population.
PIPS’ findings indicate a notable rise in extremist attacks compared to 2024, signaling that militant groups are expanding their operational reach and targeting both civilians and security personnel with greater frequency and intensity. The report stresses that the current trend requires strengthened intelligence, targeted counterterrorism operations, and comprehensive security strategies to safeguard communities and restore stability in affected areas.
The Pakistan Security Report 2025 highlights the urgent need for a multi-faceted approach to counterterrorism, including:
